Could a diverse community write regulation for banks & CUs? Why/Why not?

Been reading a book called Crowdsourcing lately and it has got me wondering if we could leverage communities to do anything…anything even as tough as building regulations for the US financial system.

This is a tough one, but I’d have to say, yes. I think that a community could definitely work out financial regulations. Look at wikipedia. Lots of folks didn’t believe a community could build an accurate encyclopedia, but they’ve done just that.
Of course there would be tons of argument over each piece, but probably not any more than what already goes on with an agency creating them.
